Dr. Mark Boxer
Dr. Mark Boxer is an internationally recognized business leader, innovator and technologist, with over thirty years of experience in healthcare technology, data, analytics, cyber and digital. He has served as a C-Suite executive and corporate director, and prior to his retirement from Cigna, served as Executive Vice President and Global Chief Information and Digital Officer.
Before Cigna, he held positions as President of Technology, Operations and Government Services, Chief Information Officer, Chief Operations Officer, President of Consumer Health Plans and as Chief Strategy Officer at Elevance/Anthem. He served as President of Government Healthcare for the Xerox Corporation, providing multi-line Medicaid services to thirty-eight states, and served as Deputy Global CIO for the corporation. Dr. Boxer began his career with HP (Digital) as a business unit CIO, as the CTO for the corporation, as head of global technology consulting and finally as managing director of Global Outsourcing Services.
Dr. Boxer holds a Doctorate with Honors in Health Administration from the Medical University of South Carolina and a second Doctorate in Global Public Health from the Arizona School of Health Sciences. He did post-doctoral work at the University of Oxford, Nuffield School of Primary Care Medicine. He is considered an expert in the application of behavioral economics and in the use of analytics and digital devices to improve population health. Dr. Boxer was awarded an honorary Doctor of Humane Letters from Eastern Connecticut State University for his service to the disability community. In addition, he has an MS in Information Systems from Drexel University and an MBA in Finance from the University of Connecticut. He holds a BA in Physics and a BS in Engineering from the University of Hartford. He has received distinguished alumni awards from Drexel, University of Connecticut and University of Hartford.
Dr. Boxer has served as an independent director for various companies including Aprimo (CRM software), FinishMaster (paints and automotive parts), and Audax (digital health). He previously chaired the board of the Anthem subsidiary company, Administar Federal. He is currently a director with P-n-T Data Cop., where he chairs the Board of Directors. He is also a board member for Grange Insurance (property and casualty), where he chairs the governance committee and serves as a director with EIS Group, a health, life and disability software platform, where he chairs the compensation committee. He also serves as a board member for CGI Federal and is the Chair elect for that Board. He continues to mentor, advise and consult with early stage, pre-IPO companies.
He advises various venture and private equity firms, including General Atlantic and Arsenal Capital, and is an Executive Partner at NYC-based Health Enterprise Partners. Dr. Boxer is an NACD-credentialed cyber-expert and holds a certificate in Corporate Governance from
Cornell Law School. He completed MIT’s AI strategy program and is a founding member of the Internet Ecosystem Innovation Committee.
He has been recognized for his work in advancing the employment of those with disabilities and shared the American Association of People with Disabilities (AAPD) “Justice for All Award” with two U.S. Congressmen. Dr. Boxer serves as a governor-appointed Trustee for the University of Connecticut and for UCONN Health Center, where he chairs the audit and compliance committees, and sits on the Board of Visitors for the Medical University of South Carolina. He is currently advising the start-up team of a hospital in Uganda to serve refugee populations.
